PROJECT 2025

 

Project 2025 is a policy document of over 900 pages produced by the right-wing Heritage Foundation and former officials in the Trump administration. Here are a few of the many ways these policies could harm residents of New York if implemented in a second Trump presidency.

TAXES: The tax burden would shift even more from the wealthy onto the middle class. Underthe plan, a typical family of four would see an annual tax increase of $3,142. Nationally, 45,000 households reporting more than $10 million in income would see an average annual tax cut of$1.5 million.

SOCIAL SECURITY: For roughly 72% of New Yorkers the retirement age would be raised from 67 to 69—over 14 million people. A median-wage retiree would lose $46,000 to $100,000 over ten years.

HEALTH CARE: “Limits or lifetime caps” would be imposed on Medicaid benefits. In New York 1,256,900 Medicaid enrollees who lack access to alternative affordable coverage could lose their health insurance altogether. Cost limits on prescription drugs would be eliminated. Prices for these drugs, often life-sustaining, would increase for up to 1,145,400 New Yorkers, in many cases becoming unaffordable. The plan would prohibit the government from negotiating lower drug prices.

ABORTION RIGHTS AND CONTRACEPTION: Some emergency contraception
medications would be eliminated from free preventive care requirements. As a result, 2,780,000 women in New York would lose guaranteed access to free emergency contraception. The US Department of Justice (DOJ) would be compelled to take legal action against women and doctors who violate state abortion laws. DOJ would also be required to misapply the Comstock Act (1873 and 1909) and criminalize the mailing of medication abortion even to states
where abortion is legal, effectively amounting to a national ban on abortion.

CHILD CARE: Head Start would be eliminated, depriving 39,762 families of no-cost child care, among other services.

STUDENT LOANS: The existing income-driven repayment plan (IDR) and the Biden-Harris SAVE Plan would be replaced, leading to increased payments. New York’s 374,300 borrowers would pay $2700 to $4100 more each year.
PUBLIC EDUCATION: The US Department of Education, including Title I, would be
eliminated. Ending Title I would result in a loss of 10,378 teaching positions serving 121,428 students in New York.

CLIMATE: A return to offshore fossil fuel drilling and divestment in renewable energy will raise sea levels and threaten coastal communities including New York.
